1300 East Construction Management

1300 East was a major roadway reconstruction project starting from Creek Road (about 7400 S) extending to the Sandy/Draper City limits. The project was broken up into three construction phases. The project consisted of roadway widening, curb, gutter, sidewalk, driveway, and pedestrian access ramp installation, signal upgrades and replacements, landscaped medians, irrigation, power pole relocations, street lighting, decorative sound wall, retaining walls, rotomilling, surface overlay, and striping. Public involvement in a densely populated and highly transited corridor was a critical element during the construction management. Several project team/residents/business owner coordination meetings were held during construction. Field inspectors maintained bid item quantities and measurements and documented contractor performance and adherence to project specifications on a daily basis. Inspector's diaries, item and placement quantities, records of equipment used, labor and project visitors were noted each day. Field engineers resolved issues regarding wall heights, spacing, ADA requirements, conflicting utilities, changes & differences in project documents. PEC also acted as resident engineer on the project authorizing payment on bid items once all federal and project specific requirements were met, and also approved and processed change orders. PEC facilitated coordination between Sandy City and UDOT, acting as stewards to the federal funds involved in the project. Monthly pay estimates were prepared and updated contractor schedules were reviewed. Weekly coordination meetings were held to ensure project termination within the allotted number of working days. PEC administered payment incentives and disincentives and authorized price adjustments due to positive or poor contractor performance. PEC followed failing test results with either pay factors or failing product removal and replacement by the contractor. At the conclusion of the project, PEC processed final estimates, released contractor retentions, closed up the project boxes and submitted to UDOT for project archival. PEC also facilitated easements and right-of-way acquisition along the corridor with Rocky Mountain Power, utility companies and private homeowners.
