This project consisted of widening a two lane road to a five lane arterial road cross section. This project tied directly into the I-84 Karcher Road Interchange ITD project. The project also entailed geotechnical investigation, pavement design, redesigning a major box culvert irrigation crossing of Karcher Road, and modifying irrigation facilities with the installation of ½ mile of 54” concrete pipe and numerous diversion boxes. Despite an anticipated decrease in traffic volume on this section of Karcher Road upon completion of the Karcher Interchange, the high volumes of truck traffic serving adjacent businesses and industry were expected to continue. Special care in designing of the roadway typical section and pavement was taken to accommodate the truck volume to prevent severe rutting and pavement shifting.

Some of the challenges that were encountered on this project were new guidelines for modifying or moving any irrigation facility that would eventually drain into U.S. Bodies of Water. The Army Corps of Engineers asserted jurisdiction over all irrigation facilities that act as a tributary to U.S. Bodies of Water. As a result, a 404 permit was required by the Army Corps of Engineers and needed to be completed in a very short time frame. There was also a very short time frame to design the irrigation facilities and coordinate with the City of Nampa, Pioneer Irrigation District, and surrounding utilities to meet the district’s irrigation deadlines. Both of these challenges were successfully met.
