Larry Maldonado, P.E., R.L.S. is President of Project Engineering Consultants, Ltd. He is responsible for the daily activities of managing our firm. He has served as Project Principal and Project Manager for numerous civil engineering and surveying projects. He has experience in the design and management of highways, major streets, sewer pipelines, water mains, reclaimed water lines, storm drain pipelines, hydrology studies, utility studies, hydraulics designs, tunneling, right-of-way projects, and land surveys. Mr. Maldonado is a Registered Professional Engineer in Arizona, New Mexico, Utah, and a Registered Land Surveyor in Arizona. He received his BSCE from Arizona State University in 1975. His professional affiliations include: American Consulting Engineers Council, Arizona Consulting Engineers Association, American Water Works Association, and Arizona Floodplain Management Association.
     
 

 

Steve Mortensen, P.E., R.L.S. is Vice President of Project Engineering Consultants, Ltd. He has an extensive background in all phases of the design of master planned communities, municipal and governmental projects. He has experience in the management and design of highways, major streets, sewer projects, water projects, trenchless technologies, hydrology studies, feasibility studies, utility studies, pump systems, field surveys, and construction management. Mr. Mortensen is a Professional Engineer in Arizona, Nevada, Utah, North Carolina, and a Registered Land Surveyor in Arizona. He received his BSCE from Brigham Young University in 1978. His professional affiliations include: American Public Works Association (APWA), American Council of Engineering Companies (ACEC), North American Society of Trenchless Technology (NASTT) and National Association of Sewer Service Companies (NASSCO). Mr. Mortensen is a certified NASSCO Pipeline Assessment Certification Program (PACP) Trainer amember of the NASSCO Pipeline Assessment Committee and a Member of the NASSCO Board of Directors.
   

 

 

L. Steven Miller, P.E. is the Vice President responsible for Water Resources and Drainage work for PEC. Steve's technical background and experience is in the analysis and design of storm water management systems. As Project Manager and Project Engineer he was responsible for the developed master drainage plans, stormwater collection and conveyance system designs and the hydrologic modeling and hydraulic analysis for numerous stormwater projects. Studies include hydrologic and hydraulic analyses for storm water master planning, urban and rural freeways, planned area developments and natural watersheds. Designs include conceptual to final design of regional detention basins, channels and culverts. Mr. Miller is a Professional Engineer in Arizona, Nevada, Utah, and Oregon and an ASFPM Certified Floodplain Manager (CFM). He graduated from Brigham Young University earning both a BSCE (1978) and MSCE (1980). His professional affiliations include: American Society of Civil Engineers, Arizona Floodplain Management Association (AFMA), American Council of Engineering Companies of Arizona and the Society of American Military Engineers. He serves on the Scholarship Society Board of Directors for Brigham Young University Civil and Environmental Engineering Department and on the AFMA Education Committee.
